The present book is a revised and expanded version of the dissertation the author defended in May 1990.
Reduced to its barest minimum, this is a study of some aspects of the tension between a state’s right to national sovereignty and political independence on the one hand, and its duty to respect human dignity on the other.
The underlying purpose of this study is to investigate the balance that needs to be struck between the justifiable interest of States that their sovereign rights be respected and the legitimate interest of the international community in its quest for respect for human rights for all.
The central question to which this study seeks an answer is: To what extent can a State be held accountable and responsible under general international law by other States for the way it has treated its own citizens?
The subject of this study is restricted to peaceful, noncoercive diplomatic action by States attempting to protect the human rights of foreign nationals.
 
 The three general areas of investigation are: Diplomatic action (Chapter 1), International  organizations (Chapter 2), and International tribunals (Chapter 3).
